The Ontario Legislature's Standing Committee on Social Policy is accepting written submissions regarding "Bill 139, An Act to enact the Local Planning Appeal Tribunal Act, 2017 and the Local Planning Appeal Support Act, 2017 and to amend the Planning Act, the Conservation Authorities Act and various other Acts".
Bill 139 will change the planning appeal system in Ontario. The Ontario Municipal Board ("OMB") would be replaced by a new Local Planning Appeal tribunal. Among the proposed changes, a Local Planning Appeal Support Centre would be created to provide free planning advice and legal representation in certain cases.
There are changes to the appeals process which would give local authorities greater control and diminish the powers of the appeals bodies.
Many of these changes, in particular the creation of the Local Planning Appeal Support Centre, will benefit ordinary citizens contesting a developer's proposal. For residents of Old Ottawa South, this could be an important and helpful tool as our neighbourhood evolves and intensification pressures increase.
