Through the course of 2016 and 2017, the OSCA Traffic and Safety Committee has been advocating for a safe crossing of Colonel By Drive at a location somewhere between Avenue Road and Bronson Avenue. At the request of the Traffic and Safety Committee, the City of Ottawa and the National Capital Commission entered into discussions to determine if such a pedestrian and bicycle crossing could be possible. It was agreed that it is indeed possible and Seneca Street has been proposed as the potential site.
In the winter of 2016/17, because of reconstruction of the canal wall and the need to close the canal pathway, temporary crossings were installed by the NCC and Parks Canada at both Avenue Road and the Echo Ramp from Colonel By to Bank Street. These safe crossings were appreciated by the community and were well-used before, during, and after Winterlude.
The Traffic and Safety Committee saw this as an opportunity to request that data be collected at these temporary crossings and at other potential crossings along Colonel By to determine if a safe crossing was warranted. In response, the City carried out a study of potential crossings sites and prepared a report which was shared with the NCC. Although the Traffic and Safety Committee was prepared to conduct a survey of residents and other users of the canal pathway to determine a preferred crossing location, in the end, this was not needed.
Based on a number of factors such as use, sight lines, cost, safety, etc., the City study recommended that Seneca Street was the most appropriate location for the safe crossing of Colonel By. The NCC has since agreed that the City may include this crossing of Colonel By Drive as part of the Seneca/Aylmer/Fulton roadway rehabilitation project. Funding for this new part of the project falls outside of the existing project budget. However, the Councillor’s Office is working with City staff and the NCC to come to an agreement on funding for the safe crossing and all are hopeful that the work will begin in the spring of 2018 in conjunction with the larger roadway renewal project.
