Main Street Renewal Project and McIlraith Bridge Rehabilitation Project
The City of Ottawa is undertaking the Functional, Preliminary and Detailed Design for the renewal of Main Street (from Echo Drive to the Rideau River) and portions of Lees Avenue (from Main Street to Chestnut Street) and Rideau River Drive (from Main Street to 130m South of Main Street). The proposed works include the introduction, rehabilitation and/or replacement of various components of the street infrastructure within the right-of-ways. The project designs will have regard for the streets’ various planned functions and the various community contexts along the project limits. The project has developed alternatives, some of which include lane reductions to accommodate a cycling facility in the corridor. As such, the project is being planned as a Schedule C project under the Municipal Class Environmental Assessment process.
Background information was presented at a Public Open House held on October 17th, 2012. Information presented included, existing conditions, the need for the project, and the general solution for the street being a renewal of the street infrastructure.
At this time, all interested persons are invited to attend a second Public Open House. The purpose of this Open House is to provide an overview of the work completed to date including the development and evaluation of alternative designs for the corridor. A Preliminary Preferred Design will be presented for stakeholder review. The City and their consultants will be available to discuss the project and answer any questions. Following the Open House, input and comments will be accepted until June 25, 2013.
Subject to comments received as a result of this Notice, the City of Ottawa plans to instruct the consultants to proceed with the planning for this project and an Environmental Study Report will be prepared and placed on the public record for a minimum 30 day review period.
McIlraith Bridge Rehabilitation Project
The McIlraith Bridge was constructed in 1964 to link Smyth Road (east approach) and Main Street (west approach) over Rideau River and Riverside Drive. In 2005, the City of Ottawa undertook a process of a comprehensive assessment of the condition of the structure. The assessment of the structure identified a need for major structural repairs. Following the assessment, the City then initiated the detailed design process for the rehabilitation. The Detail Design is now nearing completion and construction is planned to begin next spring. The work will be carried out in the 2014/2015 construction seasons and will coincide with the Main Street Renewal work.
The project involves the rehabilitation of the McIlraith Bridge including the removal of the centerline median to widen the road in order to accommodate bike lanes adjacent to the sidewalks. The work also includes repairs to concrete, seismic strengthening, expansion joint repairs, waterproofing and paving of the bridge, sidewalk repairs, abutment repairs, painting of the steel support structure, improvements in illumination and bird screen protection installation. This project is being planned to meet the requirements of Ontario’s Municipal Class Environmental Assessment (EA) and the Canadian Environmental Assessment Act that may apply.
At the open house, information regarding the detail design and the planned work/construction for the above two projects will be presented. City Staff and their consultants will be available to answer questions and engage in discussion. This meeting will provide an opportunity for participants to learn about each project and to provide comments in a casual environment. Comment/questionnaire forms will be provided for written comments. With the exception of personal information, comments will become part of the public record.
