In another step towards making Capital Ward the safest place for active transportation in Ottawa, the National Capital Commission (NCC) and the City of Ottawa have come to an Approval in Principle for a new intersection pedestrian signal (IPS) to facilitate crossings of Colonel By Drive at Seneca Street. The crossing point will include a traffic signal to control vehicles on Colonel By Drive, and a pedestrian crosswalk and cycling crossride to access cycling and pedestrian facilities along Seneca Street.

Over the last 2-3 years, the OSCA Traffic and Safety Committee has been lobbying and in discussions with the City and the NCC with respect to the installation of a safe crossing (PXO) of Colonel By Drive in Old Ottawa South (as reported in the OSCAR and online on several occasions). This article is to provide an update on this project and to invite community feedback with respect to next steps.

"November 28, 2018 – This week, the contractor for the Hogs Back Dam and Fixed Bridge rehabilitation project will begin installing the cofferdam on the south side of the dam. This work requires the movement of heavy machinery across the multi-use pathway next to the staging area, southeast of the dam. In order to preserve public safety, the contractor will utilize flagstaff to control pedestrian traffic when heavy machinery is crossing. Pedestrians can expect brief intermittent delays during these times."
Over the course of the winter and spring, the people of Ottawa and, in particular, the residents of Old Ottawa South, have benefitted from a temporary set of traffic lights on Colonel By Drive at the intersection of Echo Drive as it heads up to Bank Street. These lights, admittedly not pretty, meant no dodging of speeding cars to get across Colonel By, no long waits to cross while a seemingly endless stream of cars passes by, and no looking longingly at the canal wishing we had a safe access point.
Unfortunately, these temporary traffic lights were related to the rehabilitation of the eastern canal wall between Echo Drive and Pig Island. Now that the work has been completed, the lights have disappeared. However, our desire for a permanent safe crossing has not disappeared but rather has been strengthened.
Work to repair the Rideau Canal walls between Bank Street and Pig Island along the eastern shoreline began in December 2016 and has been progressing on schedule. After a work platform was installed along the site, the contractor began the demolition work associated with this project—removing the old guard rails and chipping away damaged concrete from both the face and top of the wall.
During the week of February 20th 2017, reinforcements and form work began to be put in place to ready the site for the new concrete. The concrete will begin to be poured and placed in early March. The project to repair this section of the Rideau Canal Walls in downtown Ottawa is on schedule to be completed by Spring 2017. The in water work should be completed by April with the shoreline and trail work to follow.
Now used by the Ottawa O-Train, the decision fifty years ago to eliminate level crossings along the rail line, thereby constructing a tunnel under Dow’s Lake to replace the level railway bridge, changed the face of the western part of town. Railway Tracks Going Under Canal; Begin Work in Fall; Finish 2 Years
The government has approved the depression of the CPR Prescott railway line across the city’s West End.
Expected to start in the fall, the $3,600,000 project will see the line go under the Rideau Canal by tunnel and by open cut from the canal to near Gladstone Avenue.
Not a level railway crossing will be left in the section concerned.
