OSCA Planning & Zoning Meeting Report
Monday, November 11, 2019

Update on Active Priorities:

1. Review of Current Projects, Proposals and Applications:

26 Aylmer Avenue
Information: Councilor Menard has requested to see the proposed Floor Plans. Actions Taken: Meeting to be held at Councilor’s offices on November 13th.
Next steps: Attend meeting.

1050-1060 Bank Street
Next steps: No activity.

2. FCA Official Plan Public Meeting and Workshop;
Actions Taken: Carol attended FCA/City meeting on regarding the5 Big Moves on October 16th and the FCA Workshop on October 23rd.
Next Steps: Continue to provide input to FCA on the OP.

3. FCA Official Plan Work Group
Information: FCA group meeting with GOHBA October 29th..
Actions Taken: Reviewed areas of concern/issues that groups may have in common.
Next Steps: FCA team to review.

4. Long-term Rental Accommodations Study Recommendations:
Information: Rentals longer than 28 days: Proposal calls for greater legal access by by-law for inspections and for a fee to paid if re-inspection becomes necessary. Greater protections from illegal eviction recommended.
Next Steps: City Council to consider report on November 27th.

5. Short-term Rental Accommodations Study Recommendations:
Information: Rentals less than 28 days: Proposal calls for registration of both platforms (such as air bnb) and of agents. Short-term rental of Investment properties will be prohibited. A short-term rental permit (fee to be paid) will be required. The number on that permit will need to be printed on any advertisement of a short-term rental. Additionally a short-term rental enforcement team is to be established.
Next Steps: City Council to consider report on November 27th.
